How to connect Dish or Cable wire to PC for watching live TV?

I have both DTH dish and the cable TV connection at my home. Sometimes the cable television doesn’t work and sometimes the dish connection doesn’t work due to the heavy rain or extreme weather. The power cut is also very common at my home and I miss many of my favourite shows and Cricket matches due to the non-availability of the current. My home also didn’t have UPS. In order to overcome this problem, I have to connect whether my dish or cable wire with my laptop to watch the tv in the emergency situations. But I don’t know how to do this! Do I require any other external devices or I can configure easily? Experts, I need the step by step procedure for doing this.
